The second aliyah (4:38-49) completes the three-fold Levitical census and presents the grand totals. The aliyah summarizes the Gershoni count (working-age males 30 to 50: 2,630 — verse 4:40), then moves to the third Levite clan: Merari. The Merari assignment is the structural framework of the Mishkan — karshei ha-Mishkan u-vrichav, ammudav va-adanav — the boards, the bars, the pillars, and the sockets of both the Mishkan-structure proper and the courtyard surrounding it, plus all the pegs and the cords. Where Gershon carried cloth and Kehat carried gold, Merari carried wood, copper, and silver — the heavy structural ironwork. Their working-age count: 3,200 (4:44).

The aliyah closes with the grand Levitical total: combining the three clans (2,750 Kehati + 2,630 Gershoni + 3,200 Merari), Moshe, Aharon, and the nesi’im count kol pikudei ha-Levi’im… mi-ben sheloshim shanah va-ma’lah ve-ad ben chamishim shanah — every Levite from 30 to 50 fit for avodat avodah u-avodat masa (work of [Mishkan] service and work of carriage) — 8,580 men (4:48). This number governs the operational logistics of the entire wilderness march: less than nine thousand Levite men, divided across three clans, are responsible for dismantling, carrying, and re-erecting the entire Mishkan structure every time the camp moves. The numerical precision serves a theological purpose: Israel is mobile precisely because its sacred center is mobile, and the carefully-counted Levitical workforce is the engineering corps that makes the move possible.

The Ibn Ezra and Sforno emphasize the dual nature of Levite work named in 4:47: avodat avodah (the cultic/liturgical service inside the Mishkan — singing, gatekeeping, assisting the kohanim) and avodat masa (the physical carriage during marches). The Levi’im are simultaneously a priestly support staff and a mobile-engineering corps. The aliyah closes with the formulaic confirmation: al pi Hashem pakad otam be-yad Moshe ish ish al avodato ve-al masa’o — by Hashem’s word were they enrolled through Moshe, each man assigned to his service and his portion. Every Levite has a name, an age, a clan, a position, and a specific responsibility — the operational structure of the desert march is now fully specified.

from the age of thirty years up to the age of fifty, all who were subject to duties of service and porterage relating to the Tent of Meeting—

The summary verse names the two categories of Levite duty: 'avodat avodah' (cultic service inside the Mishkan) and 'avodat masa' (the work of carriage during marches). Rashi explains 'avodat avodah' specifically as the Levitical song with cymbals and harps — a service that itself accompanies another service (the sacrificial offerings) — while 'avodat masa' is the literal porterage. The verse thus defines the dual job-description of the entire Levitical workforce.

עבדת עבדה. הִיא הַשִּׁיר בִּמְצִלְתַּיִם וְכִנּוֹרוֹת, שֶׁהִיא עֲבוֹדָה לַעֲבוֹדָה אַחֶרֶת (ערכין י"א): ועבדת משא. כְּמַשְׁמָעוֹ:
עבדת עבדה THE SERVICE OF THE MINISTRY — (lit., a service of a service). This is the song of the Levites with accompaniment of cymbals and harps, this being the service attached to another service (the sacrificial service) (Arakhin 11a). ועבדת משא is what it literally implies: AND THE SERVICE OF CARRYING.

עבדת עבדה. כאשר פרשתי והנה טעם כל הפקודים שהיו מבן ל' שנה:
THE WORK OF SERVICE. This is to be understood as I have already explained.42In his comments on verse 15, I.E. hints that the term work of service applies to the carrying of the tent and the tabernacle, which was the work assigned to the sons of Gershon and Merari, while the term the work of bearing burdens refers to the work done by the sons of Kohath (Weiser). Now the meaning of All those that were numbered (v. 46) is, all those from thirty years old that were numbered.43In other words, our verse is a continuation of verse 46.

English:

Each one was given responsibility for his service and porterage at the command of יהוה through Moses, and each was recorded as יהוה had commanded Moses.

The closing obedience-clause of the Levitical census: 'al pi Hashem pakad otam be-yad Moshe' — by Hashem's word were they enrolled through Moshe — 'ish ish al avodato ve-al masa'o' — each man assigned to his specific service and his specific portion. Or HaChaim notes that Moshe alone received the census-command and made the personal appointments, while Aharon and his sons subsequently allocated the specific tasks to each named Levite. The verse seals the operational completeness of the desert-march logistics: every Levite from 30 to 50 has a name, a clan, a duty, and a load.

ופקדיו אשר צוה ה' את משה. וְאוֹתָן הַפְּקוּדִים הָיוּ בְמִּצְוָה מִבֶּן שְׁלֹשִׁים שָׁנָה וְעַד בֶּן חֲמִשִּׁים:
ופקדיו אשר צוה ה' את משה — This means, and those appointed by him (Moses) were appointed under the terms of the command which God had given to Moses (v. 43): from thirty years to fifty years old.
אבן עזראIbn Ezra
איש איש. על גרשון קהת ומררי: על עבדתו ועל משאו. על כן ופקדיו. ונסמכו פרשת וישלחו מן המחנה בעבור היות השכינה בתוך המחנות בנסעם ובחנותם:
EVERY ONE. The reference is to Gershon, Kohath, and Merari. TO HIS SERVICE, AND TO HIS BURDEN. Hence and his numbered44Hebrew, u-fekudav. The singular u-fekudav is employed because the terms which precede it (avodato, his service, and masa'o, his burden) are i n the singular. It should be noted that J.P.S. renders u-fekudav as they were also numbered. follows. The section put out of the camp every leper, and every one that hath an issue, and whosoever is unclean by the dead (Num. 5:2) follows, because God's presence was in the camps of Israel when they journeyed and when they rested.45Hence all those who were unclean had to leave the camp.

על פי ה' פקד וגו'. פירוש המינוי שמינה אותם בני קהת על דבר זה ובני גרשון על דבר זה וגו' היו כל הפקידות על פי ה' ואומרו ביד משה פירוש כל המינויים משה מינה אותם לא שצוה לאהרן למנות, ואחר שפקד אותם משה על פי מעשיו היה מתנהג אהרן לשום איש איש על עבודתו, ואומרו ופקודיו פירוש פקודיו שמינה אהרן ובניו על שבט לוי כאמור למעלה גם הוא אשר צוה ה' את משה:
על פי ה׳ פקד אותם, He counted them at the command of G'd, etc. The actual command to appoint the Kehatites to their respective tasks, the Gershonides to their respective tasks, etc., was given only to Moses. Aaron had no hand in these appointments. Once Moses had counted them Aaron allocated the various tasks to each of the Levites who had been counted. When the Torah writes ופקודיו, "and his appointees," this is a reference to the appointments Aaron and his sons had made. This too, however, was only in compliance with instructions given by G'd to Moses.
