Isaiah 45 opens with one of the most arresting gestures in all of prophetic literature: God addresses a foreign, pagan king by name and calls him โHis anointedโ (ืืืฉืืื ืืืืจืฉ). Koresh (Cyrus), founder of the Persian empire, is grasped by the right hand, nations are flattened before him, the loins of kings are ungirded, and the bronze doors of Babylon swing open at his approach (verses 1-2). Rashi softens the shock of the title by noting that every appointment to greatness is called โanointing,โ citing Bamidbar 18:8, while also recording the Sagesโ reading in Megillah 12a that frames the verse as a divine complaint to the Mashiach about Cyrus. Radak similarly explains that meshichi here means โMy appointed oneโ โ just as God earlier called him โMy shepherdโ (44:28), the anointing language denotes commission, not sanctity. The theological point is deliberate: the God of a small exiled people claims the greatest political actor of the age as His unwitting instrument, โthough you have not known Meโ (ืืื ืืืขืชื ื), repeated in verses 4 and 5. Rashi on verse 3 sharpens the miracle of prediction โ โyou are not yet born, and I call you by the name Cyrusโ โ for the prophecy names the liberator generations before his birth.
The chapter is structured around a drumbeat refrain: โI am the LORD and there is none elseโ (ืื ื ืืณ ืืืื ืขืื), sounding in verses 5, 6, 18, 21, and 22, with echoes in 14 and 21. This is the most concentrated statement of absolute monotheism in Tanakh โ not merely that Israel must worship one God, but that no other divine power exists at all, anywhere, for anyone. The Cyrus commission (verses 1-8) exists precisely โso that they may know, from east to west, that there is none but Meโ (verse 6); Radak observes that east and west are chosen because they span the whole inhabited world. Verses 4 and 13 supply the hidden purpose beneath Persian imperial history: โfor the sake of My servant Jacob,โ Cyrus will rebuild Godโs city and release His exiles โwithout price and without payment.โ Rashi characteristically adds a critical note โ Cyrus fell short of his calling, granting permission to ascend but shrugging the burden of rebuilding off his own neck.
Verse 7 carries the chapterโs boldest theological claim: โI form light and create darkness, I make peace and create evilโ (ืืืฆืจ ืืืจ ืืืืจื ืืืฉื ืขืืฉื ืฉืืื ืืืืจื ืจืข). Rashi reads the pairs historically โ light and peace for the righteous and for Israel, darkness and evil for Babylon โ while Radak preserves a philosophical tradition, citing Rav Saadia Gaon that the verse is aimed at those who believe in two deities, one good and one evil: against every dualism, a single God stands behind the whole of reality. Chazal adapted this verse into the opening blessing of Birkhot Keriat Shema recited every morning, substituting โand creates allโ (ืืืืจื ืืช ืืื) for โand creates evilโ as a reverent euphemism โ so that this daily liturgical affirmation of Godโs sovereignty over light and darkness descends directly from Isaiahโs polemic. Verse 8, the lyrical โPour down, O skies, from aboveโ (ืืจืขืืคื ืฉืืื ืืืขื), turns the doctrine into prayer; Radak notes that Targum Yonatan applies it to the resurrection of the dead.
Verses 9-13 answer an unspoken objection โ how can God use a pagan king, and who are we to question His methods? โ with the famous image of the clay challenging the potter: โShall the clay say to its maker, โWhat are you doing?โโ Rashi reads the rebuke as aimed at the prophet Chavakuk, destined to protest the length of Nevuchadnetzarโs success, while Metzudat David and Radak apply it to Belshatzarโs arrogance with the Temple vessels; either way, the creature has no standing to audit the Creator, who made earth, humanity, and the outstretched heavens (verse 12). Verses 14-17 then stage the nationsโ own confession: the wealth of Egypt, Kush, and Seva passes to Jerusalem โ Rashi, following Seder Olam, locates this in Sancherivโs downfall in Chizkiyahuโs days โ and the nations acknowledge, โOnly among you is God.โ Their cry โIndeed, You are a God who hides Himselfโ (ืืื ืืชื ืื ืืกืชืชืจ, verse 15) draws from Rashi the Mechiltaโs profound reading: God conceals His saving power while judgment runs its course, and when His mercy stirs He is revealed as โthe God of Israel, the Savior.โ Idol makers depart in disgrace (verse 16), but Israel is saved โwith an everlasting salvationโ (ืชืฉืืขืช ืขืืืืื, verse 17).
The final movement (verses 18-25) widens to the whole earth. God did not create the world to be waste but โformed it for habitationโ (ืื ืชืื ืืจืื ืืฉืืช ืืฆืจื) โ a verse Chazal made foundational to the value of settlement and family life โ and He did not speak in secret: Radak refers this to the public thunder of Sinai, which no hidden oracle could counterfeit. The surviving remnant of the nations is summoned to court and shown that only God announced these events in advance (verses 20-21), and then, astonishingly, invited rather than condemned: โTurn to Me and be saved, all the ends of the earthโ (verse 22). The chapter closes with an irrevocable oath โ โTo Me every knee shall bend, every tongue shall swearโ (verse 23) โ which Rashi and Radak both connect to Tzefaniah 3:9, when all peoples will call upon the Name of the LORD, and which the liturgy enshrined in the closing lines of Aleinu. Within the consolation section of chapters 40-66, this chapter is the hinge where comfort for Israel becomes a claim upon all humanity: Israelโs redemption through Cyrus is the demonstration, before the watching world, that โin the LORD all the seed of Israel shall be vindicated and shall gloryโ (verse 25).
